Vienna is both the capital and a federal state. With an area of 400 km², it is the smallest federal state, but with over 1.6 million residents, it is the most populous city in the country. Vienna is divided into 23 districts, which are arranged in a circular pattern around the 1st district—known as the Innere Stadt and located right in the heart of the city. We recommend using the district numbers rather than their names for orientation, just as “true” Viennese do.
